After spent one night and a half day, google-ing problem solving on Huawei USB installation on my Vista. The USB drive installed as CD ROM emulation but it will then always disconnect, and it can't detect the modem. Even I got successfully installed the Mobile Partner (client software), before it's been disconnected by Vista, it still can't list the modem. The removable USB device driver has a not working correctly with a yellow mark in the device manager, and if the client software trying to connect it's throw a message connection refused.
It then forced me to download 16Mb each of software and firmware upgrade from 4 different references sites. Some of the installation has older version. And thanks God I've not decided to execute that firmware upgrade, coz it so, it can cause the modem damage.

Finally I've got this link (thanks to Istik), and it solved as simple as a tricky way to avoid Vista crappy detection..
by preparing to copy the installer file from Huawei USB to another removable drive, done in PC/Laptop with a non Vista OS, then I can install the driver as well as it's client software from copied installer on removable drive in my Vista. After that I just need to restart the Vista, and then it will detect the modem, and successfully installed.
I am happy now :)
